I think we must have uniformity in this matter.

Sanction but tell Gov. that since we wrote before the S. of

S. has been advised that Debt Charges should properly be

regarded as appropriated by law and that in

future therefore they need not be voted annually

or included in annual appropriation Ord. Add that

the permanent appropriation of Debt charges by law

is a matter of some importance since it might be

considered to affect the security of investors.
